Lloyd Oliver Smith was born on December 10, 1913, in Birmingham, Alabama. He was the son of Thomas Oliver Smith and Minnie Jane Partlow Smith. He was married to Virginia Farinas McNally Whitehead.

Lloyd enlisted in the Army on January 10, 1941, and at the time of his death, was serving in the Headquarters, XIX Tactical Air Command, as a Major. He was killed in Pont-Scorff, France, on August 7, 1944, and is now buried in the Brittany American Cemetery, Montjoie Saint Martin, France.
