Born on November 5, 1942, in Lethbridge, Canada, Francis was the son of Joseph L. Delmark and Elizabeth D. Delmark of Lethbridge, Alberta, Canada.

He enlisted in the US Marine Corps on June 1, 1964, in Salt Lake City, UT. In Vietnam, he served with Company I, 3d Marines, 3d MAR DIV (Rein) FMF.

Operation STARLITE began in the early morning hours of August 18 with Company I landing on Green Beach with a search and destroy mission towards the west and the hamlets of An Cuong and Nam Yen in the Binh Son District of Quang Ngai Province in Vietnam. Approaching the hamlet, the Marines began receiving heavy fire from an entrenched enemy force; supporting arms and reinforcement were called in as the battle to clear the enemy from their defensive positions continued throughout the day. By the end of the day, when the firefights subsided, the Marines had cleared the enemy consolidating their positions, and their casualties were evacuated. The Company had lost thirteen men killed in action, including LCpl Delmark, who was one of the many men lost as a result of multiple shrapnel wounds.
