Charles Bair was born on November 9, 1910, in Rossiter, Indiana County, Pennsylvania. He was the son of Harry Lott Bair and Ella M Rishel Bair.

Charles served in the 69th Tank Battalion, 6th Armored Division, as a Technician 4th Grade during World War II. He was Killed in Action on August 5, 1944, during the liberation of Huelgoat, France. He is now buried in the Circle Hill Cemetery, Punxsutawney, Jefferson County, Pennsylvania, USA.
