James Gerard Burns was born on March 11, 1918, in Pittsburgh, Allegheny County, Pennsylvania. He was the son of J. Burns and of Mary C. Burns (nee Puhl).

James served in the #429 Bison Squadron (Fortunae Nihil) of the Royal Canadian Air Force during World War II. He was killed when his plane, Wellington HE593, crashed near Zijtaart, Noord-Brabant, Holland (The Netherlands), was shot down by a night fighter pilot when outbound on a raid against Düsseldorf, Germany.
