Franklin Howard Cummer was born on April 14, 1923, in Regina, Canada. He was the son of Russell John Cummer, of Palmer, Saskatchewan, and Elizabeth Cummer, of Seattle, Washington.

Franklin served in the 405 Squadron of the Royal Canadian Air Force as a Flying Officer during World War II. On January 28, 1945, his crew took off at 20h35 from RAF Gransden Lodge, England, for a mission. Piloting the Lancaster III PB650 aircraft, he and his crewmembers were killed in Deufringen, Germany, due to an unknown circumstance.
