James Louis Rossignol was born on October 12, 1921, in Savannah, Chatham County, Georgia. He was the son of James Louis and Annette Cavannaugh Rossignol, of Daytona Beach, Florida.

James served in the 61 (R.A.F.) Squadron of the Royal Canadian Air Force as a Pilot Officer during World War II. He was Killed in Action on April 21, 1943, when his Lancaster aircraft # W 4795 went missing, presumed over target, presumed enemy action.
