Paul Burdett Binder was born on August 1, 1893, in Pottstown, Montgomery County, Pennsylvania. He was the son of Mahlon M. Binder and Rachel Rebecca Swenck Binder. He was married to Edna Kauffman Binder. He was the father of James Kauffman Binder and Mary Ellen Binder Orben.

He served in the 3rd Marine Regiment, 3rd Marine Division, United States Navy as a Chief Pharmacist's Mate during World War II. He was Killed in Action on July 23, 1944, during the Battle for Guam.
