Eugene James Carter was born on May 3, 1922, in Steubenville, Jefferson County, Ohio. He was the son of William Carter and Florence Ellen Jones Carter.
He served in Company K, 3rd Battalion, 4th Marine Regiment, 1st Provisional Marine Brigade as a Corporal during World War II. He was Killed in Action on July 21, 1944, during the Battle for Guam.
