Carroll Clarence Charles was born on May 23, 1922, in Braddock, Allegheny County, Pennsylvania. He was the son of Carroll Charles and Estella Moyer Charles.
He served in the Headquarters Company, 2nd Battalion, 21st Marine Regiment, 3rd Marine Division as a Private First Class during World War II. He was Killed in Action on July 22, 1944, during the Battle for Guam.
