Joseph Henry Collard was born on April 10, 1926, in Oklahoma. He was the son of Louis Charles Collard and Orah I. White Collard.
He served in the 21st Marine Regiment, 3rd Marine Division as a Hospital Apprentice Second Class as a Hospital Apprentice Second Class in the United States Naval Reserve during World War II. He was Killed in Action on July 27, 1944, during the Battle for Guam.

The President of the United States takes pride in presenting the Silver Star Medal posthumously to Joseph Henry Collard, Hospital Apprentice Second Class, United States Naval Reserve:
"For conspicuous gallantry and intrepidity while attached to the 1st Battalion, 21st Marines, 3rd Marine Division, during action against enemy Japanese forces on the Asan-Adelup beachhead on Guam, Marianas Islands, on July 27, 1944. When the lead scout of his platoon was wounded during an attack on hostile positions, Collard unhesitatingly exposed himself to intense enemy fire by crawling thirty yards in front of his platoon to reach the wounded men and was administering first aid when killed by Japanese fire. His valiant spirit of self-sacrifice on behalf of another reflects the highest credit upon Collard and the United States Naval Service. He gallantly gave his life for his country.
