Wayne Lee Dill was born on July 11, 1924, in Port Arthur, Jefferson County, Texas. He was the son of Thomas Bethel Dill and Mamie Lou Gambill Dill.

Dill attended Aranas Pass High School. He was a Caller-Times carrier in 1941. He served in the Headquarters Company, 2nd Battalion, 3rd Marine Regiment, 3rd Marine Division as a Private First Class during World War II. He died from his wounds received in battle on August 5, 1944, during the Battle for Guam.
