Caughey Branham Culpepper Jr. was born on March 30, 1920. He was the son of Caughey Branham Culpepper and Vesta Willingham Culpepper.

Culpepper was a graduate of Boys High School in Atlanta, Mars Hill College, and Emory University where he received his degree in law in 1943. After he graduated, he enlisted in the Marines and was sent to Paris Island for boot training, later receiving his commission at Quantico, Virginia.

He served in the 3rd Joint Assault Signal Company, Headquarters Battalion, 3rd Marine Division as a Second Lieutenant during World War II. He was Killed in Action on July 30, 1944, during the Battle for Guam.
