Harvey Klapp Fowler was born on May 19, 1916, in Manchester, Bennington County, Vermont. He was the son of Paul Warren Fowler and Edith Maria Earle Fowler. He was married to Dorothy Mae "Dodie" Smith Tuttle.
He served in Company G, 2nd Battalion, 21st Marine Regiment, 3rd Marine Division as a Private First Class during World War II. He was Killed in Action on July 22, 1944, during the Battle for Guam.
