Francis Edward Kelly was born on August 12, 1923, in Philadelphia, Philadelphia County, Pennsylvania. He was the son of Francis L. Kelly and Alice C. Kelly.
Kelly tried for nine months to squeeze his five-foot-two frame into the Marine Corps, but repeatedly the recruiters rejected him for lack of height. Finally he obtained a special waiver and enlisted. He served in the Headquarters Company, 3rd Battalion, 4th Marine Regiment, 1st Provisional Marine Brigade as a Private First Class during World War II. He was declared as Missing in Action on July 21, 1944, during the Battle for Guam.
