Joseph Owen McCall was born on February 12, 1923. He was the son of Harley G. McCall. He completed high school in New Orleans, graduating with honors in English. He completed two years at Louisiana State University and enlisted in the Navy in 1942. He entered the pre-flight class at Chapel Hill, North Carolina continued flight training in Chicago, and graduated from Corpus Christi, Texas as a navigator.

He served in the United States Navy as an Ensign during World War II. He is said to have died in a vicious barrage of fire during an attack on a fortified Japanese airfield in Rota. McCall got three bomb hits on the runway. Later against heavy anti-aircraft fire, he struck at an ammunition dump on Guam and released his bomb at a minimum altitude to score a direct hit. He was declared as Missing in Action on July 18, 1944, during the Battle for Guam. He was not officially declared by the military as being dead until July 19, 1945, 1 year and 1 day after he went missing as was the custom.
