Henry Scott Oliver was born on June 24, 1915, in Wibaux County, Montana. He was married to Martha Jane Boggs Oliver.

Oliver graduated from Phoenix Union High School, Arizona State Teachers College at Tempe, and Colorado State Teachers College, Greeley, where he obtained his master's degree. He enlisted in 1943. He served in Company D, 1st Battalion, 3rd Marine Regiment, 3rd Marine Division as a Second Lieutenant during World War II. He was declared as Missing in Action on July 22, 1944, during the Battle for Guam.
