Mansford Walter Phillips Jr. was born on December 23, 1918, in Lawrence, Pontotoc County, Oklahoma. He was the son of Mansford Walter Phillips and Lillian Mae Smith Phillips.
He served in Battery D, 2nd Battalion, 12th Marine Regiment, 3rd Marine Division as a Chief Cook during World War II. He died from his wounds received in battle on July 21, 1944, during the Battle for Guam.
