Donald Alton Phipps was born on February 5, 1924, in Canastota, Madison County, New York. He was the son of Alton Abi Phipps and Mildred Evelyn Belle "Millie" Boice Phipps.
He served in the United States Naval Reserve as a Pharmacist Mate Second Class during World War II. He was Killed in Action on August 2, 1944, during the Battle for Guam.
