Forrest Efaw Ragan was born on December 18, 1910, in Burlington, Skagit County, Washington. He was the son of Shirley Thomas Ragan and Zoa Frances Efaw Ragan.
He served in Company C, 1st Battalion, 22nd Marine Regiment, 1st Provisional Marine Brigade as a Private First Class during World War II. He died from his wounds received in battle on July 21, 1944, during the Battle for Guam.
