Paul Hills Todd was born on August 31, 1917, in Salina, Saline County, Kansas. He was the son of Archibald Garfield "Archie" Todd and Margaret Eleanor Hills Todd.
He served in the Prisoners of War and Military Police Detachment Headquarters, United States Marine Corps as a Major during World War II. He was declared Missing in Action on August 7, 1944, during the Battle for Guam. He was officially declared dead on August 8, 1945.
