Fred Samuel Webb was born on May 24, 1922, in Franklin County, Virginia. He was the son of Wiley Grover Webb and Katie M. Dowdy Webb.
He served in Company F, 2nd Battalion, 22nd Marine Regiment, 1st Provisional Marine Brigade as a Private First Class during World War II. He died from his wounds received in battle on July 25, 1944, during the Battle for Guam.
