Thomas O. Jennings was born on November 10, 1911, in Illinois. He was the son of William Jennings and Mary Jennings. He was the husband of Gladys Vivian Gross Jennings.

Thomas Jennings entered the service in 1943. He served in Company M, 329th Infantry Regiment, 83rd Infantry Division, as a Private First Class during World War II. He was Killed in Action on August 13, 1944, during the Liberation of Saint-Malo in France. Pfc. Jennings was buried at Antioch Cemetery, Rosebud, Pope County, Illinois, USA, and was awarded the Purple Heart.
