Charles Leonard Barb was born on July 15, 1918, in Shenandoah, Page County, Virginia. He was the son of Walter Monroe Barb. He was inducted into the US Army on October 7, 1941.

Charles served in Company C, 38th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II. PFC Barb was Killed in Action on June 13, 1944, during the Battle of the Moulin des Rondelles in France. He was buried at Edge Hill Cemetery, Charles Town, Jefferson County, West Virginia, USA, and was awarded the Purple Heart.
