Lowell C. Maxwell was born on March 13, 1921, in Coleman, Coleman County, Texas. He was the son of Clarence Victor Maxwell and Mary Hudson Maxwell. He was the husband of Celeste Melton.

Lowell served in the Headquarters Company, 3rd Battalion, 507th Infantry Regiment, 82nd Airborne Division, as a First Lieutenant and Assistant Mortar Officer during World War II. He was shot in the stomach while trying to withdraw with Major Johnston and was Killed in Action on June 11, 1944, during the Battle of Graignes in France. 1Lt Maxwell is now buried in Normandy American Cemetery and was awarded the Purple Heart.
