Jimmie Spencer Millican Jr. was born on March 28, 1923, in Oklahoma. He was the son of James Spencer Millican Sr. and Ruth Smith Millican.

Jimmie served in the 501st Parachute Infantry Regiment, 101st Airborne Division, as a Private First Class during World War II. PFC Millican was Killed in Action on June 8, 1944, during the Battle of Graignes in France. He is now buried in Santa Fe National Cemetery, Santa Fe, Santa Fe County, New Mexico, USA, and was awarded the Purple Heart.
