Harold Joseph Premo was born on April 28, 1921, in Malone, Franklin County, New York. He was the son of Paul J. Premo and Nellie L. Premo. He was the husband of Betty Harwood Premo. He was noted, at the time of his enlistment, as being employed as a blacksmith with the American Locomotive Company. He enlisted in the Army on April 3, 1943.

Harold served in the 507th Infantry Regiment, 82nd Airborne Division, as a Private First Class during World War II. He was shot while parachuting behind enemy lines on D-Day and was Killed in Action on June 6, 1944, during the Battle of Graignes in France. PFC Premo is now buried in the Normandy American Cemetery and Memorial, France, and was awarded the Purple Heart.
