William W. Toopes was born in 1920, in Ohio. He was the son of Homer Edward Toopes and Lillian Duffy Mayes. He was the husband of Eva Louise Travis Breckenridge.

William served in Company L, 142nd Infantry Regiment, 36th Infantry Division as a Private during World War II. He was Killed in Action on November 30, 1944, during the liberation of Kintzheim, France. Pvt Toopes is now buried in the Lorraine American Cemetery and Memorial, Saint-Avold, Departement de la Moselle, Lorraine, France.
