Hillard Sidney Fenlaw was born on April 18, 1919, in Lewisville, Denton County, Texas. He was the son of James Alexander Fenlaw and Velda Elizabeth Hamilton Fenlaw.

He came to Dallas with his family and attended Woodrow Wilson High School. He attended Louisiana State University for two years before leaving to enter flight training

After courses at Love Field and Randolph Field, Hillard enlisted in the RAF and left for Ottawa. He served in the 71 (Eagle) Squadron of the Royal Air Force Volunteer Reserve as a Pilot Officer during World War II. He was reported missing and was believed to have been killed after a sweeping mission over France on September 7, 1941.
