Philip Henry Brusseau was born on September 21, 1921, in West Springfield, Hampden County, Massachusetts. He was the son of Alfred J. Brusseau and Angelina M. Daigle Brusseau. He served in the 603rd Bomber Squadron, 398th Bomb Group, Heavy, as a First Lieutenant and Co-Pilot of B-17 #42-102570 during World War II.

On October 21, 1944, during a routine practice flight, a fire ignited in the flight engineer's area of B-17 #42-102570. As the aircraft attempted to land back at Nuthampstead, it crash-landed and caught fire. The 2015th Fire Fighters at the base responded promptly, spraying foam to extinguish the flames. One crew died and two sustained injuries but survived.

1Lt Brusseau succumbed to his injuries on October 23, 1944. He is now buried in the Woodlawn National Cemetery, Elmira, Chemung County, New York, USA. Philip H. Brusseau's name is inscribed on the Anstey Window Memorial in Panel 3 (right), on Butterfly 26, in the top right wing (section B).
