James Albert Haggard was born on October 24, 1912, in Kirbyville, Taney County, Missouri. He was the son of Levi Newton Haggard and Emma Victoria Snapp Haggard. He served in the 318th Infantry Regiment, 80th Infantry Division, as a Private First Class during World War II.

PFC Haggard was Killed in Action on August 20, 1944, during the liberation of Argentan, France. He is now buried in the Ozarks Memorial Park, Branson, Taney County, Missouri, USA.
