Elvin Spencer was born on November 16, 1920, in Menifee County, Kentucky. He was the son of Benjamin M. Spencer and Elizabeth Wells Spencer. He served in the 318th Infantry Regiment, 80th Infantry Division, as a Private First Class during World War II.

PFC Spencer was Killed in Action on August 20, 1944, during the liberation of Argentan, France. He is now buried in the Normandy American Cemetery and Memorial, Colleville-sur-Mer, Departement du Calvados, Basse-Normandie, France.
