Thomas Jefferson Owens Jr. was born on September 7, 1924, in Leonardtown, St. Mary's County, Maryland. He was the son of Thomas Jefferson Owens and Marie Bernadette Heard Owens. He enlisted in the Army on June 24, 1943. He served in the 8th Infantry Regiment, 4th Infantry Division, as a Staff Sergeant during World War II.

SSgt Owens was Killed in Action on August 31, 1944, in France. He is now buried in the Epinal American Cemetery and Memorial, Epinal, Departement des Vosges, Lorraine, France.
