Frederick D. Ballou was born in Richmond, Kentucky on 27 February 1891 to Mrs. Pattie Ballou. He worked as a printer. He served in the American Young Men's Christian Association (YMCA) during WWI. He shipped out to the East African Campaign in what was then known as German East Africa on 10 February 1917. He served as the Secretary for the East African Expeditionary Forces. He drowned in the harbor of Dar es Salem on 21 September 1918, and is now buried in the Upanga Road Cemetery, Dar-es-Salaam, Dar es Salaam, Tanzania.
