Harley Francis Dempsey was born on April 30, 1919, in Illinois. He was the son of Elmer T. Dempsey and Melinda Ruth Seckman. He enlisted in the service on October 15, 1943. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Sergeant during World War II.

Sgt Dempsey was Killed in Action on August 31, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France. He also has a cenotaph in Calvary Cemetery, Quincy, Adams County, Illinois, USA.
