Willis Hobbs was born on September 18, 1915, in Torrent, Wolfe County, Kentucky. He was the son of France Hobbs and Bertha Shackelford Hobbs Bailey. He was married to Eva H. Thomas. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II.

PFC Hobbs was Killed in Action on August 28, 1944, during the Battle of Brest, France. He is now buried in the Hobbs Cemetery, Lee County, Kentucky, USA.
