Le Count Warren Phillips was born on May 20, 1920, in McGraw, Cortland County, New York. He was the son of Floyd LeCount Phillips and Nellie A. Greene Phillips. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Private First Class during World War II.

PFC Phillips was Killed in Action on August 31, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France. He also has a cenotaph in the McGraw Rural Cemetery, McGraw, Cortland County, New York, USA.
