Norman Ardell Ramsey was born on April 10, 1919, in Millard, Douglas County, Nebraska. He was the son of Leslie H. Ramsey and Dollie Stokes Ramsey. He was married to Dorothy Fern Simpson Chase. He served in the 709th Tank Battalion as a Staff Sergeant during World War II.

SSgt Ramsey was Killed in Action on August 25, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
