William Zachariah Bell was born on December 8, 1892, in Chipley, Washington County, Florida. He was the son of Henry Mancel Bell and Laura A. E. Hand Bell. He was married to Zula Clyde Register Bell Brock. He served in the 168th Infantry Regiment, 42nd Infantry Division, as a Private during World War I.

Pvt Bell served as a stretcher bearer during two separate attacks, demonstrating exceptional courage and complete disregard for his own safety. Despite intense artillery fire, he exposed himself to enemy fire to aid a wounded soldier in urgent need of assistance. While carrying out this selfless act on October 15, 1918, he was killed by an enemy shell. He is buried at the Meuse-Argonne American Cemetery and Memorial in Romagne-sous-Montfaucon, Meuse, Lorraine, France, and was posthumously awarded the Distinguished Service Cross. He also has a cenotaph in the Beulah Cemetery, Graceville, Jackson County, Florida, USA.
