Victor J. Deluca was born on November 13, 1919, in Beyer, Indiana County, Pennsylvania. He was the son of Joseph DeLuca. He served in the 506th Parachute Infantry Regiment, 101st Airborne Division, as a Private during World War II.

Pvt Deluca was killed in Action on September 18, 1944, during the liberation of Eindhoven in the Netherlands. He is now buried in the Netherlands American Cemetery and Memorial, Margraten, Eijsden-Margraten Municipality, Limburg, Netherlands.
