Harry Nobuyuki Tsuruoka was born on February 27, 1929, in Honolulu, Honolulu County, Hawaii. He was the son of Uichi Tsuruoka and Fusano Imai Tsuruoka. He served in the Headquarters and Service Company, 151st Engineer Combat Battalion, as a Sergeant during the Korean War.

Sgt Tsuruoka was a passenger aboard a C-119C, "Flying Boxcar," that crashed into Hill 683 near Cho-ok and about 15 miles east of Haeju Airfield (K-19) en route from Ashiya Air Base, Japan, to Seoul, Korea on November 14, 1952. He is now buried in the National Memorial Cemetery of the Pacif, Honolulu, Honolulu County, Hawaii, USA.
