Wilbert Mendoza Dispolo was born on May 12, 1976, in the Philippines and enlisted in the United States Navy in April 1995. During his naval career, he attained the rank of Electrician's Mate Chief (EMC) and earned the Surface Warfare (SW) qualification. He served aboard several U.S. Navy vessels, including the USS Mustin (DDG-89), USS Vandegrift (FFG-48), USS Champion (MCM-4), USS Dextrous (MCM-13), and USS Chief (MCM-14), where he contributed his expertise in electrical systems and shipboard operations.
