Frank Garvin was born on September 8, 1890, in Elroy, Juneau County, Wisconsin. He was the son of William Garvin and Mary Downey Garvin. He served in the 2nd Canadian Mounted Rifles (British Columbia Regiment), as a Private during World War I.
