Herbert Alonzo Spencer, a Sociologist and a retired medical director of the US public service, was was born in 1883 in Pennsylvania. He served in the US Army during World War I. He died in 1950 at the age of 67 in Cannes in Southern France. He was buried in the American Legion Mausoleum just west of Paris.
