Bertrand J. B. Ouellette was born on September 18, 1925. He resided in Androscoggin County, Maine, prior to the war. He enlisted in the Army on March 11, 1943, in Portland, Maine. He was noted, at the time of his enlistment, as being employed as a Textile Weaver and also as Single, without dependents.

Bertrand served in the 315th Infantry Regiment, 79th Infantry Division as a Private First Class during World War II. He was Killed in Action on August 28, 1944, near the Seine River, during the liberation of Vexin, France. He is now buried in the Saint Peter's Catholic Cemetery, Lewiston, Androscoggin County, Maine, USA.
