Frank J. Risley was born on June 20, 1910, in Athens County, Ohio. He was the son of Flora Larene Mitchell Risley.
Frank served in the 120th Infantry Regiment, 30th Infantry Division, as a Private First Class during World War II. He was Killed in Action on August 29, 1944, at the age of 34, during the liberation of Vexin, France. PFC Risley is now buried in the Epinal American Cemetery, Dinozé, France.
