Bruce Fraley Parcell was born on June 10, 1917, in Roanoke, Roanoke City, Virginia. He was the son of Tony Eunice Parcell and Laura Katherine Fraley Parcell. He was the husband of Lelia Frances Lowrance Parcell McNeely.

Bruce attended Davidson College, Class of 1938. During World War II, he was serving in the 510th Fighter Squadron, 405th Fighter Group, as a Lieutenant Colonel and Pilot on the P-47 #42-28286 'Little Lulu.'

On July 27, 1944, LTC Parcell took off at the A-8 airfield in Picauville, France, for an armed reconnaissance mission in Coutances. During the mission, at about 18h45, he was shot down by flak while strafing a convoy on the road from Coutances to St-Lô at 200 feet. The aircraft hit the ground and exploded. LTC Parcell was killed in this incident. He is now buried in the Normandy American Cemetery, Colleville-Sur-Mer, France.
