Harvey Leslie Starling, Jr. was born on December 20, 1943, in Florida. He was the son of Harvey Leslie Starling and Rachel Dryden Starling.

Harvey Leslie, Jr. attended schools in Bradford County and graduated from Coral Gables High School in 1951. He attended the University of Miami and the University of Florida and was an active member of West Flagler Park Baptist Church.

1Lt Starling lived with his parents, Mr. and Mrs. Harvey L. Starling, at 7122 S.W. 42nd Terrace, Miami, before entering the Air Force as a cadet in February 1954. He received cadet training at Lackland Air Force Base in Texas and earned his commission and wings as a navigator at Harlingen Air Force Base. He received radar operator training at England Air Base, Alexandria, La.

At the time of his death, 1Lt Starling was serving in the 420th Air Refueling Squadron. He was one of the crew members and a casualty of the two KB-29 mid-air collision over Normandy, France, on February 2, 1957. Their plane crashed near the village of Morigny, 20 miles from St. Lo. 1Lt Starling is now buried in the Miami Memorial Park Cemetery, Miami, Miami-Dade County, Florida, USA.
