John W. Milligan was born on April 6, 1933. He was the son of John William Milligan.

At the time of his death, John was serving in the 420th Air Refueling Squadron. He was one of the crew members and a casualty of the two KB-29 mid-air collision over Normandy, France, on February 2, 1957. Their plane crashed near the village of Morigny, 20 miles from St. Lo. 1Lt Milligan is now buried in the Riverside Cemetery, Cape Vincent, Jefferson County, New York, USA.
