Frank Wisner Lynn was born on June 28, 1915, in Evanston, Cook County, Illinois. He was the son of William Francis Lynn II and Elizabeth Abigail "Bessie" Jacky Lynn. He was married to Eleanor Alma Rust Klein.

He served in the United States Army as a Lieutenant Colonel. He was Killed in Action on September 3, 1954, by shell fragments while serving in his Medical Capacity with the Military Assistance Advisory Group as an Advisor to the Republic of China when he was on the Island Quemoy.
