Carlos R. Garcia was born on December 3, 1925, in Raymondville, Willacy County, Texas. He was the son of Palo Garcia and Jesusa Garcia. He served in Company A, 275th Infantry Regiment, 70th Infantry Division, as a Private First Class during World War II.

PFC Garcia was Killed in Action on February 7, 1945, during the liberation of Grosbliederstroff, France. He is now buried in the Fort Sam Houston National Cemetery, San Antonio, Bexar County, Texas, USA.
